Unlike the G* ogle Translate feature, we know of other translator alternatives like Atlas and LEC, but those aren't frequently updated, unlike the G*ogle Translate. Not to mention the Machine Learning part, right? A 'simple solution' that doesn't need many works wouldn't simply drop from the sky.
And that's why I bother myself to make this post.
My brein is not enough. WE need more input. I think of several approaches on this matter and still hit a wall, ugh. If things get a bit technical, please don't blame me. Blame g*ogle for causing this problem lel.
VNR and Textractor can capture text thread and handed the text into Clipboard -> translated into Eng version inside the software itself
Idea
Once clipboard contain 'text' -> trigger script (python/js/powershell) -> pasting the text inside webpage / auto firing URL to translate.
Problem
How to trigger a response like ATLAS Clipboard Translation where it appears after a copy occurred?
Get data from the clipboard is another challenge as well. Chrome extension only enables copy paste for data from Chrome itself, not clipboard to Chrome, sigh.

Using the G*ogle Translate app in Android, you can simply hold your phone against the computer screen to immediately get the translation result in few secs. Get a phone holder to avoid shaky hands(≧y≦*)
I haven't explored it in detail. The idea is to utilize a clipboard sharing extension/app between PC & Android. It will still need a user to click translate manually after pasting the text.

In Textractor, there's an API field for Google Translate.dll (extension).
You can get the API from Create Credentials > API Key. Not Free tho~
Indeed no. 2 is more convenient than others, no brein needed. LOL.
But the winner of this is definitely Approach No. 1~
